Who Owns Shein?
Shein is a private company headquartered in Singapore, founded in China by Chris Xu, who remains its largest shareholder. Its investors include General Atlantic, Sequoia China, Tiger Global and Mubadala. The UK register named its Singapore parent for exactly one day in 2021 and has recorded nobody since. Ownership verified 6 September 2026.
Who owns Shein today?
Shein’s group parent is Roadget Business Pte. Ltd., registered in Singapore. The company was founded in Nanjing in 2012 by Chris Xu (Xu Yangtian), who is reported to hold the largest single stake and to control it.
It has never floated. Attempts to list — in New York, then London, then reportedly Hong Kong — have repeatedly stalled, so there is no public share register anywhere.
Ultimate parent and corporate structure
The UK company is SHEIN DISTRIBUTION UK LIMITED (13603594), incorporated 6 September 2021, and its filing history contains something unusual.
On 6 September 2021 — the day of incorporation — Roadget Business Pte. Ltd. (Singapore, 201939698g) was notified as holding 75% or more of shares and voting rights. It ceased on the same day, and was replaced by a statement that the company knows of no registrable person or registrable relevant legal entity, which remains active.
So the register named Shein’s Singapore parent for a single day and then went blank. Whether that was a filing correction or a restructuring, the effect is that Companies House now establishes nothing about who owns Shein, having briefly established something.
The corporate reorganisation from China to Singapore is itself the substantive point: Shein moved its holding structure to Singapore around 2021–22, which changed which country’s rules govern its disclosure.
Major shareholders or controlling persons
Chris Xu is the founder and reported controlling shareholder. He is notably private, rarely photographed and has given few interviews — unusual for the head of a company of this size.
Reported outside investors include General Atlantic, Sequoia China (now HongShan), Tiger Global and Abu Dhabi’s Mubadala, from funding rounds that valued the company in the tens of billions of dollars. Those valuations have moved substantially and are private transaction figures, not market prices.

Official records and evidence
This is a case where the honest answer is that the public record is thin and getting thinner.
Companies House holds a statement rather than an owner. Singapore’s ACRA register holds Roadget, but Singapore’s disclosure of beneficial ownership is not equivalent to a UK PSC register. No listing means no prospectus, no proxy statement and no audited ownership disclosure.
What does exist is regulatory and parliamentary material: Shein has been examined by the UK’s Business and Trade Committee, and by regulators in the EU and US over product safety, customs treatment and supply chain questions. Those proceedings are public and are a better source on the company than any ownership filing.
Searching the register is also unhelpful in the usual way — several dissolved companies used the Shein name, and one unrelated business previously traded as Shein Geshpiced Ltd.
Ownership history and changes
Shein was founded in 2012 in Nanjing, initially selling wedding dresses, and grew through direct-to-consumer online sales and later an on-demand manufacturing model.
The significant ownership events have been structural rather than transactional:
- 2021–22 — the group’s holding structure is reorganised to Singapore.
- 2023 — a funding round reported at a $66bn valuation, later reported to have fallen substantially.
- 2023 — acquires a stake in Missguided’s brand assets, and later Forever 21’s operating relationship in a partnership with Sparc Group.
- 2024–26 — successive attempts at a flotation in New York, London and Hong Kong, none completed at the time of writing.
A completed listing would be the first event to place audited ownership figures on the public record.
Related companies and brands
Shein operates its marketplace and own-label ranges, and has taken interests in Missguided and a partnership involving Forever 21.
It is not owned by any Chinese state entity, and it is not connected to Temu, its closest competitor, which belongs to the separately listed PDD Holdings. The two are routinely treated as one phenomenon and have entirely different owners.
